SCDA is a not-for-profit membership corporation with a robust community of over one hundred (100) Conservation and Development Area Authorities (CAAs) and Watershed Associations (WAs). Our mission is to work for our members and stakeholders to develop more efficient legislation, policies, and administrative systems that promote effective surface water management on Saskatchewan farmlands.

Dedicated to supporting our membership through the Water Security Agency’s (WSA) Agricultural Water Management Strategy (AWMS), initiated in 2015, we have been actively involved in facilitating the re-approval process for agricultural water management approvals following the adoption of this strategy.

SCDA offers a wide range of services, including:

Approvals Assistance and Project Management:

• Support to CAAs and WAs to align with the WSA 2015 AWMS
• Coordination for agricultural water management projects
• Engineering, technical support, and Qualified Person (QP) services
• LiDAR procurement
• Flow modeling, easement generation, and other LiDAR applications and analysis
• Assistance with establishment of CAAs and expansion of existing CAAs, including creation of petition documents
• Assistance with mainstem, lateral, and on-farm works approvals

Affordable Insurance Coverage (members only):

• $3 million annual Commercial Liability coverage
• $2 million annual Directors and Officers Liability coverage
• $25 thousand annual Secretary’s Bond coverage
• Optional: Director Travel coverage

Grant & Funding Support:

• Assistance with funding application completion
• In-house funding agreements, including advances for projects

Administrative Assistance:

• Completion of applications, forms, and other documents
• Notary public services

Legal Support

• Guidance contacts
• Assistance with dispute resolution and mediation

Governance Support

• Training for new and existing CAAs
• Support with governance best practices
• Administrative practices
• Reporting procedures
• Triennial elections

• One (1) map per member CAA or WA per calendar year, free of charge
• Benefiting Acres mapping – CAA and quarter-by-quarter
